Although user can insert specific rules within each instance, that is not the purpose of Rules . The main purpose of Rules is to insert Rules in Work With Plus Configuration that will apply for most of transaction instances, for some attributes, and inherit these Rules by default when applying the pattern the first time or when executing Update Instances action.

Because if user wants to add certain specific rule to a transaction, he could open Rules object and edit it by user code.
